In connection with minute $16807/81, I learn that under Administration Circular No. 9 of 1869 the Governors of Hong Kong were not bound to report Police pensioners to the Secretary of State, except in cases covered by Clause 1101 of the Royal Instructions.
In 1897 (Inspector Halloran's case) on 20 Nov/27 Leverth was sold, it appears that at that time there was no law then in force.
Further points not reported to my attention. It is not quite clear to me that Inspector Halloran's case was rightly treated as being governed by the Administration Circular No. 9 of 1862, to which the foregoing refers in para 6 of this despatch of 29 May 1877.
